Google ranks the local 3-pack on three factors: proximity (how close the business is to the searcher or the location implied in the search), relevance (how well the profile matches what was searched, since category and description accuracy matter directly here), and prominence (how well-known and well-reviewed the business is, both on and off Google). Category selection and review volume/quality are the two levers a business actually controls that move relevance and prominence. That's why we prioritize them first, before posts or photos.
